This skirt is the last one available in this fabric and is already made and available off-the-peg in a size UK 10 (US 6-8 or EU 38) 

Size UK 10 is made to fit- Waist: 27"/28" and hips 37-39” (94-99cm). This skirt is 23.5" which will be knee length on most people.
