This dress is ready made and available off-the-peg in a size UK 14 (US 10-12/EU 42)

It has been made to fit a waist measurement of 31-32” (78-82cm) and a bust measurement of 39-40” (98-102cm). 

The skirt on this dress is 43” (109cm) long which will be full length on most people.
